no, online gambling is not legal in Oregon. It might sound strict, but the restrictions in place are meant to protect customers from unsavoury online practices from either domestic or offshore companies. 

Under the Unlawful Internet Gambling Enforcement Act of 2006 (UIGEA), online gambling has been restricted for most states within the US, online leaving an exception for four states: New Jersey, Nevada, Delaware and the popular casinos in Pennsylvania. It is entirely up to the state itself to reform these laws and open up the market towards online gambling. 

While gambling online at an offshore casino is not illegal, it is the online transactions made from the bank account to the casino that is considered a misdemeanour. 

It is also not allowed for the operators themselves to accept wagers from US citizens, which means that gambling online is completely impossible for operators and punters alike unless they want to face serious consequences.
